This is just a place for me to collect some ideas until I find a more permanent place for them. Feel free to add other outdoor local (I live in SLC) activities that are cheap and little kid friendly (pre-kindergarten).
Silver Lake - up big cotton wood canyon. 1 mile easy around a lake. lots of wildlife, and a moose frequents the area. Not winter activity
millcreek canyon - apparently the gates are closed after Nov 1, so you can walk/bike on the road after that and before it gets snowy. great training and enjoying the view on a bike.
shoreline trail by red butte or natural history museum - flat portion of the trail. good views. fun for kids.

Ensign Peak Trail, Downtown SLC. Taken slowly enough, little kids could handle it. Perfect views of the valley and lake.
Gardener Historic Mill, Midvale/We. Jordan. Lots of farm animals, old tractors, pond with fish, ducks and geese, no admission.
Wheeler Farm, Murray. Lot of the same stuff as Gardener Mill, and no admission costs.
Oquirrh Lake, Daybreak/So. Jordan. No fishing license needed, open to the public.
Cabela's, Lehi. Huge indoor aquarium, lots of taxidermied animals from North America and Africa. My kids love it.
Porter's Place, Lehi Main St. Old fashioned frontier food, and cowboy legends.

thanks for the ideas. I have never been to cabelas (keep meaning to check it out). I went to the farm off the 215 (wheeler I think) at Halloween (hay maze and pumpkin patch), and my kid had a good time. I should check it out again.

Tequila is a triple-win, amigo. Bet your little niño you can drink him under the table. You win the bet, the kid goes down for siesta, and you get to party like the Battle of the Alamo. ¡Arriba!

Also, looking for sledding spots in east SLC. So far: - Eastwood elementary (close to my house, but parking is a mess) - sugarhouse park (always popular and crowded) - there is a park on ft union like 1700 east-ish that seems like it would be good (only been there in the summer)
any suggestions appreciated.

Build snowmen. I need more minions.
If you feel like honing the craft in future years, start learning snow sculptures. Start with something easy and mound-shaped like a turtle shell. Triumph can be claimed with minimal input effort.
